Hans A. von Spakovsky is the Heritage Foundation’s Manager, Election Law Reform Initiative and Senior Legal Fellow, Meese Center for Legal and Judicial Studies.

Hans von Spakovsky is an authority on a wide range of issues – including civil rights, civil justice, the First Amendment, immigration, the rule of law and government reform. Based in Washington, D.C., he is manager of the think tank’s Election Law Reform Initiative, while studying and writing about campaign finance restrictions, voter fraud and voter ID, enforcement of federal voting rights laws, administration of elections and voting equipment standards.

Before joining Heritage in 2008, von Spakovsky served two years as a member of the Federal Election Commission, the authority charged with enforcing campaign finance laws for congressional and presidential elections, including public funding. Read more.

The Heritage Foundation has an election fraud database that tracks a growing list of proven examples of election misconduct across the country – 1,177 cases as of December, 2018.  Many of its entries involve efforts to manipulate, forge, or change absentee ballots and coerce or intimidate absentee voters.

In an article co-authored with Jason Snead titled “Election Fraud Doesn’t Exist Until Liberals Want It To,” von Spakovsky cites a Pew Research Center poll that reports 76 percent of Americans think that voter identification requirements should be mandatory. In the article, he states, “The left seems eager to talk about election fraud these days, but only when it means energizing their base or when it benefits the Democratic Party. Otherwise, they claim it ‘doesn’t exist.'”

He will discuss the latest research relating to “Election Fraud.”
